License Plate Scanners
Seize all equipment and notify the affected individuals on what information the government now has on them. These devices take pictures of all license plates of parked and passing vehicles. This information is then checked against a database for open violations and warrants. The problem is that a majority of the scanned plates have no violations and waste time and resources to check them. The system also does not address possible errors in records.
The Sheriff's Office initially opposed the program and didn't want the scanners or to keep the images on record. But after the trial period was over, they have magically changed their tune and now they want to use the program more and keep the images permanently. How many violations did they cite as being a successful program ? 11, less than 1% of all drivers in the county.
Stingrays
Seize all equipment and notify the affected individuals on what information the government now has on them. These devices fake being cell towers and record your phone calls and data use. The FBI and DHS force local law enforcement to deny any such devices exist. Any such devices in Carroll County will be taken and after notifying victims what information was stolen the devices will be destroyed (except that which may be used as evidence in lawsuits against the FBI and relevant agencies).
Body Cameras
Not a statement in support of police violence but this is a stupid idea. I know some violations have been caught on video, like in Baltimore when they planted drugs, but it does not address the overall issue of corrupt police forces. The major flaw in the idea is the one every first year film student can tell you, who is the subject of the film ? Easy, who is the camera pointed at ? It's not the police being recorded in the body cameras, it's you. Already police forces have been turning the cameras on after instigating an altercation with victims. Video has also been deleted by police and used as political tools by cities, by mayors releasing videos to media as leverage against police departments.
The whole effort is not working as planned. There is also psychological issue that I find strange. Compare a body cam video, it is chest high and you can only see the cop's hands, to an image from a First-Person Shooter; again chest high view and can only see the hands. Why is this ? Who wanted to turn real-life trauma into a game-like experience ? Are they trying to desensitize the cop or the public ? I don't get it.
Email = Mail
Electronic messages will be treated as physical mail and a felony to intercept or interfere with delivery. Contents cannot be viewed except by intended recipients. Just as physical mail is inspected for bombs or germs like anthrax, email can be inspected for computer virii (plural of virus). Opening email for other purposes like Google's Ad services and targeted marketing will be a felony as explained above.
National Security Letters
No longer recognized as a form of warrant or subpoena. You don't get to show up and say, "We have a memo from our office, now you have to do what we say". This is like a Cease and Desist from a law office. Lawyers don't get to say what you can and can't do, that what the judge is for. Whatever rock this idea came from, it can just crawl back there and die in the dark where it belongs. Rights don't get violated just because you issued a memo.
FBI Stings
There is thing that has happened, the FBI couldn't find terrorists so they came up with an idea; just make them. Video has been leaked of FBI agents training and helping terrorists make their propaganda videos. They also supply so-called terrorists with; money, girls, weapons (real or fake), bombs (fake we hope), literature, maps and apartments. Did I mention girls, yes they tempt them with sex too. There are leaked phone calls of girls withholding sex if their 'boyfriends' don't plan a terrorist attack.
Any FBI agent or other federal, state or local officer that holds such a sting operation in Carroll County will be immediately arrested and charged with Sedition and Treason.
Personally Identifiable Information
Your Identity has become a commodity that is used in exchange for goods and services. Even if you pay for the service; they will still track, catalog and create a dossier on you. In Carroll County I would make it so that trading someone's identity is now void. Identities will no longer be a commodity and cannot be traded, bought, sold, bartered or otherwise exchanged for any service, product, good or other value. Doing so will be a felony.
